When building Envoy RBAC rules to enforce Connect intentions, Consul did not correctly escape certain characters in service names, namespaces, and partitions, causing the generated authorization rules to match more broadly than intended. This vulnerability (CVE-2026-88021) is fixed in Consul 2.0.4 and Consul Enterprise 1.21.18, 1.22.12 and 2.0.4.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:L/A:N","score":7.1},"cwes":["CWE-185"],"references":["https://discuss.hashicorp.com/t/hcsec-2026-37-consul-vulnerable-to-an-authorization-bypass-in-the-connect-service-mesh/77739"],"products":[],"source":"nvd","synced_at":"2026-10-19T22:52:53.108888569+00:00"},"epss":{"cve":"CVE-2026-88021","score":0.00335,"percentile":0.26959,"date":"2026-11-01"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
