From 0.4.1 until 1.3.1, request.form() accepts max_fields and max_part_size to bound resource consumption while parsing form data. These limits are enforced for multipart/form-data, but silently ignored for application/x-www-form-urlencoded. An unauthenticated attacker can therefore send a urlencoded body with an arbitrarily large number of fields or an arbitrarily large field, even when the application configured limits it believed would apply. This vulnerability is fixed in 1.3.1.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H","score":7.5},"cwes":["CWE-770"],"references":["https://github.com/Kludex/starlette/security/advisories/GHSA-82w8-qh3p-5jfq"],"products":["encode:starlette"],"source":"nvd","synced_at":"2026-10-25T23:44:33.281319194+00:00"},"epss":{"cve":"CVE-2026-54283","score":0.00481,"percentile":0.41163,"date":"2026-10-25"},"kev":null,"osv":[{"id":"GHSA-82w8-qh3p-5jfq","url":"https://osv.dev/vulnerability/GHSA-82w8-qh3p-5jfq","summary":"Starlette: request.form() limits silently ignored for application/x-www-form-urlencoded enable DoS","modified":"2026-09-10T03:51:08.156199030Z","packages":[{"ecosystem":"PyPI","name":"starlette","purl":"pkg:pypi/starlette","ranges":[">=0.4.1 <1.3.1"],"fixed":["1.3.1"]}]},{"id":"PYSEC-2026-249","url":"https://osv.dev/vulnerability/PYSEC-2026-249","summary":"","modified":"2026-06-27T11:15:06.800792374Z","packages":[{"ecosystem":"PyPI","name":"starlette","purl":"pkg:pypi/starlette","ranges":[">=0.4.1 <1.3.1"],"fixed":["1.3.1"]}]}],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
