Prior to 8.39.0, GitHub Actions workflow files contained shell injection points where user-controlled workflow_dispatch inputs were interpolated directly into shell commands via ${{ }} expression syntax. An attacker with repository write access could inject arbitrary shell commands, leading to repository poisoning and supply chain compromise affecting all downstream users. This vulnerability is fixed in 8.39.0.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:H/UI:N/S:C/C:H/I:H/A:H","score":9.1},"cwes":["CWE-77"],"references":["https://github.com/NationalSecurityAgency/emissary/pull/1286","https://github.com/NationalSecurityAgency/emissary/pull/1288","https://github.com/NationalSecurityAgency/emissary/security/advisories/GHSA-3g6g-gq4r-xjm9"],"products":["nsa:emissary"],"source":"nvd","synced_at":"2026-10-26T21:38:48.864438205+00:00"},"epss":{"cve":"CVE-2026-35580","score":0.00566,"percentile":0.46709,"date":"2026-10-26"},"kev":null,"osv":[{"id":"GHSA-3g6g-gq4r-xjm9","url":"https://osv.dev/vulnerability/GHSA-3g6g-gq4r-xjm9","summary":"Emissary has GitHub Actions Shell Injection via Workflow Inputs","modified":"2026-04-08T00:27:16.661625Z","packages":[{"ecosystem":"Maven","name":"gov.nsa.emissary:emissary","purl":"pkg:maven/gov.nsa.emissary/emissary","ranges":["<8.39.0"],"fixed":["8.39.0"]}]}],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
