To exploit this vulnerability, the attacker must have root-system privileges on the affected device.\r\n\r\nThis vulnerability is due to incomplete validation of files in the boot verification process. An attacker could exploit this vulnerability by manipulating the system configuration options to bypass some of the integrity checks that are performed during the boot process. A successful exploit could allow the attacker to control the boot configuration, which could enable them to bypass the requirement to run Cisco-signed images or alter the security properties of the running system.\r\nNote: Because exploitation of this vulnerability could result in the attacker bypassing Cisco image verification, Cisco has raised the Security Impact Rating (SIR) of this advisory from Medium to High.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:L/AC:L/PR:H/UI:N/S:U/C:H/I:H/A:H","score":6.7},"cwes":["CWE-274"],"references":["https://blog.apnic.net/2024/09/02/crafting-endless-as-paths-in-bgp/","https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-ios-xr-verii-bypass-HhPwQRvx"],"products":["cisco:ios_xr"],"source":"nvd","synced_at":"2026-10-19T22:00:17.429720821+00:00"},"epss":{"cve":"CVE-2025-20177","score":0.0017,"percentile":0.06307,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
