{"cve":"CVE-2025-20154","nvd":{"published":"2025-05-07T18:15:37.177","modified":"2026-06-17T08:40:48.357","status":"Analyzed","description":"A vulnerability in the Two-Way Active Measurement Protocol (TWAMP) server feature of Cisco IOS Software and Cisco IOS XE Software could allow an unauthenticated, remote attacker to cause the affected device to reload, resulting in a denial of service (DoS) condition. For Cisco IOS XR Software, this vulnerability could cause the ipsla_ippm_server process to reload unexpectedly if debugs are enabled.\r\n\r\nThis vulnerability is due to out-of-bounds array access when processing specially crafted TWAMP control packets. An attacker could exploit this vulnerability by sending crafted TWAMP control packets to an affected device. A successful exploit could allow the attacker to cause the affected device to reload, resulting in a DoS condition.\r\nNote: For Cisco IOS XR Software, only the ipsla_ippm_server process reloads unexpectedly and only when debugs are enabled. The vulnerability details for Cisco IOS XR Software are as follows: Security Impact Rating (SIR): Low CVSS Base Score: 3.7 CVSS Vector: CVSS:3.1/AV:N/AC:H/PR:N/UI:N/S:U/C:N/I:N/A:L","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:C/C:N/I:N/A:H","score":8.6},"cwes":["CWE-20"],"references":["https://sec.cloudapps.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-twamp-kV4FHugn"],"products":["cisco:ios","cisco:ios_xe","cisco:ios_xr"],"source":"nvd","synced_at":"2026-10-19T22:01:22.920403922+00:00"},"epss":{"cve":"CVE-2025-20154","score":0.00536,"percentile":0.45219,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
