This is due to the 'add_menu' function is accessible via the 'rm_user_exists' AJAX action and allows arbitrary updates to the 'admin_order' setting. This makes it possible for unauthenticated attackers to injecting an empty slug into the order parameter, and manipulate the plugin's menu generation logic, and when the admin menu is subsequently built, the plugin adds 'manage_options' capability for the target role. Note: The vulnerability can only be exploited unauthenticated, but further privilege escalation requires at least a subscriber user.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:H/I:H/A:H","score":9.8},"cwes":["CWE-269"],"references":["https://plugins.trac.wordpress.org/browser/custom-registration-form-builder-with-submission-manager/trunk/admin/class_rm_admin.php#L487","https://plugins.trac.wordpress.org/browser/custom-registration-form-builder-with-submission-manager/trunk/admin/controllers/class_rm_options_controller.php#L562","https://plugins.trac.wordpress.org/changeset/3440797/custom-registration-form-builder-with-submission-manager#file2","https://www.wordfence.com/threat-intel/vulnerabilities/id/68dd9f6f-ccee-4a27-bd21-2fb32b92cc62?source=cve"],"products":[],"source":"nvd","synced_at":"2026-10-19T22:21:16.563232421+00:00"},"epss":{"cve":"CVE-2025-15403","score":0.01651,"percentile":0.76525,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
