The solution is to upgrade to Meridian 2023.1.6, 2022.1.19, 2021.1.30, 2020.1.38 or Horizon 32.0.2 or newer. Meridian and Horizon installation instructions state that they are intended for installation within an organization's private networks and should not be directly accessible from the Internet. OpenNMS thanks Jordi Miralles Comins for reporting this issue.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:A/AC:L/PR:L/UI:R/S:C/C:L/I:L/A:N","score":4.8},"cwes":["CWE-79"],"references":["https://github.com/OpenNMS/opennms","https://github.com/OpenNMS/opennms/pull/6365","https://github.com/OpenNMS/opennms/pull/6366","https://github.com/OpenNMS/opennms","https://github.com/OpenNMS/opennms/pull/6365"],"products":["opennms:horizon","opennms:meridian"],"source":"nvd","synced_at":"2026-10-19T21:39:14.809778102+00:00"},"epss":{"cve":"CVE-2023-40311","score":0.00741,"percentile":0.54645,"date":"2026-10-31"},"kev":null,"osv":[{"id":"GHSA-qfw7-pfxx-h9q2","url":"https://osv.dev/vulnerability/GHSA-qfw7-pfxx-h9q2","summary":"OpenNMS vulnerable to Cross-site Scripting","modified":"2023-11-08T04:13:20.394142Z","packages":[{"ecosystem":"Maven","name":"org.opennms:opennms-webapp","purl":"pkg:maven/org.opennms/opennms-webapp","ranges":[">=31.0.8 <32.0.2"],"fixed":["32.0.2"]}]}],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
