This security issue occurs when an IKEv1 Aggressive Mode packet is received with only unacceptable crypto algorithms, and the response packet is not sent with a zero responder SPI. When a subsequent packet is received where the sender reuses the libreswan responder SPI as its own initiator SPI, the pluto daemon state machine crashes. No remote code execution is possible. This CVE exists because of a CVE-2023-30570 security regression for libreswan package in Red Hat Enterprise Linux 8.8 and Red Hat Enterprise Linux 9.2.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H","score":7.5},"cwes":["CWE-400"],"references":["https://access.redhat.com/errata/RHSA-2023:3107","https://access.redhat.com/errata/RHSA-2023:3148","https://access.redhat.com/security/cve/CVE-2023-2295","https://bugzilla.redhat.com/show_bug.cgi?id=2189777","https://access.redhat.com/errata/RHSA-2023:3107"],"products":["libreswan:libreswan","redhat:enterprise_linux","redhat:enterprise_linux_eus","redhat:enterprise_linux_server_aus","redhat:enterprise_linux_server_tus"],"source":"nvd","synced_at":"2026-10-19T21:38:18.424950729+00:00"},"epss":{"cve":"CVE-2023-2295","score":0.01581,"percentile":0.7552,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
