By continuously sending this stream of specific layer 2 frame, an attacker connected to the same broadcast domain can repeatedly crash the PFE, causing a prolonged Denial of Service (DoS). This issue affects Juniper Networks Junos OS on MX Series: 17.2 versions prior to 17.2R3-S4; 17.2X75 versions prior to 17.2X75-D105.19; 17.3 versions prior to 17.3R3-S7; 17.4 versions prior to 17.4R1-S3, 17.4R2; 18.1 versions prior to 18.1R2. This issue does not affect Juniper Networks Junos OS releases prior to 17.2R1.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:A/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H","score":6.5},"cwes":["CWE-401","CWE-19"],"references":["https://kb.juniper.net/JSA11038","https://kb.juniper.net/JSA11038"],"products":["juniper:junos"],"source":"nvd","synced_at":"2026-10-19T21:06:22.076270124+00:00"},"epss":{"cve":"CVE-2020-1651","score":0.00453,"percentile":0.3936,"date":"2026-11-01"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
