The attacker sends a stream of frames with an empty payload and without the end-of-stream flag. These frames can be DATA, HEADERS, CONTINUATION and/or PUSH_PROMISE. The peer spends time processing each frame disproportionate to attack bandwidth. This can consume excess CPU.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H","score":7.5},"cwes":["CWE-770","CWE-400"],"references":["http://lists.opensuse.org/opensuse-security-announce/2019-09/msg00031.html","http://lists.opensuse.org/opensuse-security-announce/2019-09/msg00032.html","http://seclists.org/fulldisclosure/2019/Aug/16","https://access.redhat.com/errata/RHSA-2019:2925","https://access.redhat.com/errata/RHSA-2019:2939"],"products":["apache:traffic_server","apple:swiftnio","canonical:ubuntu_linux","debian:debian_linux","fedoraproject:fedora","mcafee:web_gateway","nodejs:node.js","opensuse:leap","oracle:graalvm","redhat:enterprise_linux","redhat:jboss_core_services","redhat:jboss_enterprise_application_platform","redhat:openshift_service_mesh","redhat:quay","redhat:software_collections","synology:diskstation_manager","synology:skynas","synology:vs960hd_firmware"],"source":"nvd","synced_at":"2026-10-19T20:58:11.797917892+00:00"},"epss":{"cve":"CVE-2019-9518","score":0.25448,"percentile":0.9795,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
