{"cve":"CVE-2019-9517","nvd":{"published":"2019-08-13T21:15:12.647","modified":"2026-06-17T02:43:53.327","status":"Modified","description":"Some HTTP/2 implementations are vulnerable to unconstrained interal data buffering, potentially leading to a denial of service. The attacker opens the HTTP/2 window so the peer can send without constraint; however, they leave the TCP window closed so the peer cannot actually write (many of) the bytes on the wire. The attacker then sends a stream of requests for a large response object. Depending on how the servers queue the responses, this can consume excess memory, CPU, or both.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H","score":7.5},"cwes":["CWE-770","CWE-400"],"references":["http://lists.opensuse.org/opensuse-security-announce/2019-09/msg00004.html","http://lists.opensuse.org/opensuse-security-announce/2019-09/msg00031.html","http://lists.opensuse.org/opensuse-security-announce/2019-09/msg00032.html","http://www.openwall.com/lists/oss-security/2019/08/15/7","https://access.redhat.com/errata/RHSA-2019:2893"],"products":["apache:http_server","apache:traffic_server","apple:swiftnio","canonical:ubuntu_linux","debian:debian_linux","fedoraproject:fedora","mcafee:web_gateway","netapp:clustered_data_ontap","nodejs:node.js","opensuse:leap","oracle:communications_element_manager","oracle:graalvm","oracle:instantis_enterprisetrack","oracle:retail_xstore_point_of_service","redhat:enterprise_linux","redhat:jboss_core_services","redhat:jboss_enterprise_application_platform","redhat:openshift_service_mesh","redhat:quay","redhat:software_collections","synology:diskstation_manager","synology:skynas","synology:vs960hd_firmware"],"source":"nvd","synced_at":"2026-10-19T20:58:11.797917892+00:00"},"epss":{"cve":"CVE-2019-9517","score":0.2789,"percentile":0.98098,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
