{"cve":"CVE-2019-9515","nvd":{"published":"2019-08-13T21:15:12.520","modified":"2026-06-17T02:43:52.723","status":"Modified","description":"Some HTTP/2 implementations are vulnerable to a settings flood, potentially leading to a denial of service. The attacker sends a stream of SETTINGS frames to the peer. Since the RFC requires that the peer reply with one acknowledgement per SETTINGS frame, an empty SETTINGS frame is almost equivalent in behavior to a ping. Depending on how efficiently this data is queued, this can consume excess CPU, memory, or both.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H","score":7.5},"cwes":["CWE-770","CWE-400"],"references":["http://lists.opensuse.org/opensuse-security-announce/2019-09/msg00031.html","http://lists.opensuse.org/opensuse-security-announce/2019-09/msg00032.html","http://seclists.org/fulldisclosure/2019/Aug/16","https://access.redhat.com/errata/RHSA-2019:2766","https://access.redhat.com/errata/RHSA-2019:2796"],"products":["apache:traffic_server","apple:swiftnio","canonical:ubuntu_linux","debian:debian_linux","f5:big-ip_local_traffic_manager","fedoraproject:fedora","mcafee:web_gateway","nodejs:node.js","opensuse:leap","oracle:graalvm","redhat:enterprise_linux","redhat:jboss_core_services","redhat:jboss_enterprise_application_platform","redhat:openshift_container_platform","redhat:openshift_service_mesh","redhat:openstack","redhat:quay","redhat:single_sign-on","redhat:software_collections","synology:diskstation_manager","synology:skynas","synology:vs960hd_firmware"],"source":"nvd","synced_at":"2026-10-19T20:58:11.797917892+00:00"},"epss":{"cve":"CVE-2019-9515","score":0.87286,"percentile":0.99752,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
