Specifically, this affects shadow 4.8 when compiled using --with-libpam but without explicitly passing --disable-account-tools-setuid, and without a PAM configuration suitable for use with setuid account management tools. This combination leads to account management tools (groupadd, groupdel, groupmod, useradd, userdel, usermod) that can easily be used by unprivileged local users to escalate privileges to root in multiple ways. This issue became much more relevant in approximately December 2019 when an unrelated bug was fixed (i.e., the chmod calls to suidusbins were fixed in the upstream Makefile which is now included in the release version 4.8).","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:L/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:H","score":7.8},"cwes":["CWE-732"],"references":["https://bugs.archlinux.org/task/64836","https://bugs.gentoo.org/702252","https://github.com/shadow-maint/shadow/commit/edf7547ad5aa650be868cf2dac58944773c12d75","https://github.com/shadow-maint/shadow/pull/199","https://github.com/void-linux/void-packages/pull/17580"],"products":["shadow_project:shadow"],"source":"nvd","synced_at":"2026-10-19T20:59:27.069234358+00:00"},"epss":{"cve":"CVE-2019-19882","score":0.00515,"percentile":0.43865,"date":"2026-11-01"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
