The vulnerability exists because affected devices use weak encryption algorithms for user credentials. An attacker could exploit this vulnerability by conducting a man-in-the-middle attack and decrypting intercepted credentials. A successful exploit could allow the attacker to gain access to an affected device with administrator privileges. This vulnerability affects Cisco Small Business RV320 and RV325 Dual Gigabit WAN VPN Routers running firmware releases prior to 1.4.2.22.","cvss_v4":null,"cvss_v3":{"version":"3.0","vector":"CVSS:3.0/AV:N/AC:H/PR:N/UI:N/S:U/C:H/I:H/A:H","score":8.1},"cwes":["CWE-327"],"references":["http://www.securityfocus.com/bid/107774","https://tools.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-20190404-rv-weak-encrypt","http://www.securityfocus.com/bid/107774","https://tools.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-20190404-rv-weak-encrypt"],"products":["cisco:rv320_firmware","cisco:rv325_firmware"],"source":"nvd","synced_at":"2026-10-19T20:55:22.313337056+00:00"},"epss":{"cve":"CVE-2019-1828","score":0.00695,"percentile":0.53016,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
