The vulnerability exists because the software fails to sanitize URLs before it handles requests. An attacker could exploit this vulnerability by submitting a crafted URL. A successful exploit could allow the attacker to gain unauthorized access to critical services and cause a DoS condition. This vulnerability affects Cisco IP Phone 8800 Series products running a SIP Software release prior to 11.0(5) for Wireless IP Phone 8821 and 8821-EX; and 12.5(1)SR1 for the IP Conference Phone 8832 and the rest of the IP Phone 8800 Series. Cisco IP Conference Phone 8831 is not affected.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H","score":7.5},"cwes":["CWE-284"],"references":["https://tools.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-20190320-ipab","https://tools.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-20190320-ipab"],"products":["cisco:ip_conference_phone_8832_firmware","cisco:ip_phone_8800_firmware","cisco:ip_phone_8821-ex_firmware","cisco:ip_phone_8821_firmware"],"source":"nvd","synced_at":"2026-10-19T20:55:22.313337056+00:00"},"epss":{"cve":"CVE-2019-1763","score":0.01939,"percentile":0.80111,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
