{"cve":"CVE-2019-16023","nvd":{"published":"2020-09-23T01:15:14.037","modified":"2026-06-17T02:21:33.963","status":"Modified","description":"Multiple vulnerabilities in the implementation of Border Gateway Protocol (BGP) Ethernet VPN (EVPN) functionality in Cisco IOS XR Software could allow an unauthenticated, remote attacker to cause a denial of service (DoS) condition. The vulnerabilities are due to incorrect processing of BGP update messages that contain crafted EVPN attributes. An attacker could exploit these vulnerabilities by sending BGP EVPN update messages with malformed attributes to be processed by an affected system. A successful exploit could allow the attacker to cause the BGP process to restart unexpectedly, resulting in a DoS condition. The Cisco implementation of BGP accepts incoming BGP traffic only from explicitly defined peers. To exploit these vulnerabilities, the malicious BGP update message would need to come from a configured, valid BGP peer, or would need to be injected by the attacker into the victim's BGP network on an existing, valid TCP connection to a BGP peer.","cvss_v4":null,"cvss_v3":{"version":"3.1","vector":"CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H","score":7.5},"cwes":["CWE-399"],"references":["https://tools.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-20200122-ios-xr-evpn","https://tools.cisco.com/security/center/content/CiscoSecurityAdvisory/cisco-sa-20200122-ios-xr-evpn"],"products":["cisco:ios_xr"],"source":"nvd","synced_at":"2026-10-19T21:09:53.489947993+00:00"},"epss":{"cve":"CVE-2019-16023","score":0.01312,"percentile":0.70688,"date":"2026-10-31"},"kev":null,"osv":[],"attribution":["This product uses the NVD API but is not endorsed or certified by the NVD.","EPSS scores: FIRST Exploit Prediction Scoring System, https://www.first.org/epss","Known exploited vulnerabilities: CISA Known Exploited Vulnerabilities Catalog, https://www.cisa.gov/known-exploited-vulnerabilities-catalog","Package advisories: OSV (https://osv.dev), from the GitHub Advisory Database, PyPA, Go, RustSec and other ecosystem databases, under CC-BY 4.0 or CC0","CVE records: the CVE Program's CVE List (https://www.cve.org), under its terms of use (https://www.cve.org/Legal/TermsOfUse).
